The Process to Obtain Patta in Tamil Nadu: The digitization of land records by India's Land and Revenue administration has resulted in a positive transformation. Tamil Nadu's Government has also rapidly progressed in this area with digitization of its land records.
Patta, the land revenue document, confirms land ownership and title. Patta includes the name of the landowner, Patta number, Survey number, Sub-Division number, information about the District, Taluk, and Village, the land's area, and whether the property is dry or wetland.
At the Taluk office, the Patta Register maintains a record of all land ownership information for a specific land piece. Before purchasing land, it is necessary to verify Patta to ensure the property is being acquired from genuine owners.
What is Patta?
The Government of Tamil Nadu issues Pattas, legal documents that prove ownership of property in the state. A Patta obtained from the relevant Tahsildar's office in the district can act as a revenue record for the owner against the property. The Patta record can be compared to the assessed value of the land.
The following information is available on a Patta:
- Property owner
- Patta number for the land
- District, taluk, and village
- Survey number of the land
- Subdivision
- Land extents
- Dry or Wetland designation
- Land tax details.
- Once the buyer has purchased the property and taken possession, the seller must transfer the Patta into the buyer's name to maintain clear ownership.
What is Chitta?
Chitta provides information about the property's size, area, and ownership while Patta is a land revenue record. Since 2015, the Chitta system has undergone significant changes by the Tamil Nadu government.
As a result, the government no longer issues single Chittas. Instead, the pertinent information from the Chitta has been included in the Patta, and the combined document is now identified as 'Patta Chitta.'
How to apply for a Patta?
The Government of Tamil Nadu provides an online portal to make it easier for property owners to access and obtain their Patta Chitta. Alternatively, applicants can visit the Taluka office in person to apply for Patta Chitta.
To apply for Patta Chitta online, follow these steps –
Go to the Tamil Nadu Revenue Services website
Choose 'View Patta & FMB/Chitta/TSLR Extract' on the website
Select the information for the property relevant to obtaining Patta Chitta and click ‘Submit.’
Choose the type of area (urban/rural)
Select the district where your property is located
Enter the Subdivision details, such as District, Taluk, Town, No. Ward, Block, and Survey no. on the next page.
Throughout the online application process for a Patta, there is a mandatory statutory charge that must be paid. Once the fee and Patta Chitta registration have been properly completed, an online certificate from the Town Survey Land Registration will be created. This certificate will contain information such as the neighbourhood, type of property, survey number, and type of development on the site, among other details.
When Should Patta Name Changes Be Made?
A Patta name change is required under the following circumstances:
- - The property has been sold
- - The property's ownership has changed
- - A person has passed away
- - There are legitimate children of the deceased
- - The deceased has left behind a will
- In each of these scenarios, the relevant parties must follow different procedures to effect the necessary name change in Patta.
Transferring Patta to a New Owner
Changing a property's name is comparable to changing Patta land registration. After reviewing the property information and the filed documents, the Tahsildar has the authority to accept or deny an application for name change in Patta. To apply for a name change, the following documents must be submitted to the Tahsildar of the relevant Taluk Office:
- Completed and signed transfer of Patta application form
- Sale Deed (Photocopy) for verification, along with the original
- Proof of ownership, such as an electricity bill or a receipt for paid property taxes
- An encumbrance certificate taken from the Sub-office Registrars up until the registration date
- Ancient Patta copy
- Aadhaar card photocopy
- Challan for payment
Most Tahsildar offices now have e-services centers, so the documents will be requested by the e-services center, apart from the application form. They’ll scan the paperwork and assist in completing the application. After submitting a Patta name change application, an application receipt with an Application ID will be issued. The application status can be checked by entering the application ID found on the receipt at the Tamil Nadu Government's e-services portal.
